Really odd, cancel works just fine. I am on CM Someone else on here mentioned an app called glovebox that also has this effect. Once you free google play app download out which app it is, just Force Close the app and then do the install. After that you can relaunch the app again. Was simple although confusing solution. It works great on Google TV as well.

I currently have this issue as well. Its because you have another app running preventing you from clicking install button. Usually happens with apps that have a transparent overlay.
